Missouri’s MELS: The official early learning standards framework
Missouri’s early learning standards are organized under the Missouri Early Learning Standards (MELS), revised in February 2021 and administered by the Missouri Department of Elementary and Secondary Education (DESE) Office of Childhood. MELS applies to licensed childcare centers, family childcare homes, Missouri Preschool Project (MPP) programs, and Head Start programs serving children from birth through kindergarten entry.
MELS defines developmental expectations across all 8 domains and guides curriculum planning, developmental assessment, and program quality statewide. Programs can view current guidance at the DESE Office of Childhood Early Learning Standards page.
Missouri’s quality improvement process is called the Quality Assurance Report (QAR), a voluntary continuous quality improvement system for early learning programs administered by DESE Office of Childhood. The QAR provides programs with a Performance Profile supporting ongoing improvement. Using a research-based curriculum aligned to Missouri’s MELS supports quality improvement documentation under the QAR.
