New Mexico’s New Mexico Early Learning Standards: The official early learning standards framework
New Mexico’s early learning standards are organized under the New Mexico Early Learning Standards (ELS), released in April 2026 by the New Mexico Early Childhood Education and Care Department (ECECD). The new ELS replaces the prior “Early Learning Guidelines” entirely and applies to licensed childcare centers, family childcare homes, home visiting programs, and tribal programs serving children from birth through age 5. The ELS is available in both English and Spanish.
New Mexico’s ELS defines developmental expectations across all 8 domains and guides curriculum planning, developmental assessment, and program quality statewide. Programs can view current guidance at the ECECD Early Learning page.
New Mexico’s QRIS is called FOCUS (FOCUS on Young Children’s Learning), a Tiered Quality Rating and Improvement System administered by ECECD. FOCUS supports programs in childcare centers, family childcare homes, out-of-school time programs, and tribal programs. Using a research-based curriculum aligned to New Mexico’s Early Learning Standards supports higher FOCUS tier ratings.
