Iowa’s IELS: The official early learning standards framework

Iowa’s early learning standards are organized under the Iowa Early Learning Standards (IELS), 3rd Edition (2017), administered by the Iowa Department of Education (IDE). IELS applies to licensed childcare centers, family childcare homes, Iowa Statewide Voluntary Preschool Programs, and Head Start programs serving children from birth through kindergarten entry.

IELS defines developmental expectations across all 8 domains and guides curriculum planning, developmental assessment, and program quality statewide. Note: Iowa’s IELS is currently under revision — public comment on a new version opened in March 2026. Programs should check educate.iowa.gov for the latest status.
